Yes. Actually, I would have preferred if ruby was gloss as part of
a general annotation element, but the i18n and HTML WG decided to
limit it to a format-related element rather than a logical element.
Also, gloss perhaps tends to evoke some idea of commentary, while
a ruby text seems to be for companion pronunciation/spellings mostly.
I still think this is unfortunate, but it would have been too difficult to
get passed through all the interested parties, I gather.
