Yes, and this recasts some of the SOAPAction work in a more general and
much more MIME-friendly approach.

The root element sometimes implies the remainder of the document. There
are well-known cases (especially in XSLT) where the root element's
relation to the rest of the document is misleading. There are other
cases where the root element's relation to the rest of the document is
tenuous or even irrelevant.
Those cases need support as well. Registering this feature will not
require everyone using XML to support it on every transmission, but it
will permit use of such information in MIME content negotiation.
