I think you've read that wrong,

  [82] NotationDecl ::= '<!NOTATION' S Name S
                         (ExternalID | PublicID) S? '>'

What's required is an ExternalID or a PublicID. In other words, not
only are public identifiers not required, system identifiers aren't
required either. (One or the other, or both must be present, though.)

True, that's 3.12.1.
