XInclude elements require no declarations: one inserts them at the
appropriate point only. They are more familiar to webheads, being
closely analogous to IMG links, and are more convenient to use.

Breaks *DTD* validation. More reasonable kinds of validation can be
applied in a pipeline either before XInclude processing or after
it or both.
Layering is a *good* thing.

One specified by an XPointer. XInclude defines fixup rules for the
meaning of including an "unbalanced" range.
