If "The Web" had done that, we would have
interoperable Internet services now instead of
emailing documents to each other.
Web services are not The Web.
In fact, there ain't no "The Web". It's a
myth like King Arthur's Court. It never
existed. It is often spoken of by religious
technical archaeologists digging through ruins whose
builders left no decipherable records so
all they really have are theories about how
the parts were intended to work together.

I think it speaks volumes about the quality of these specifications if
they need profiles to "make it easier to discuss Web services
interoperability".
Could you imagine if the Web had done that? LOL.
