But that assumes that you have any control over its use.
Presumably the reason for switching to XHTML from HTML is to make use of
XML tools somewhere. If your X(HT)ML is linearised by an XML system then
typically you don't get to control whether attibutes use x=''' or
x="'". Deprecating something that the end user can not control seems
dubious at best.
