An XLink processor is not required to ensure that all link targets
exist. However, an "XLink validator," which is not something defined by
the XLink Recommendation, could certainly be built which would do such
checking. It would be like a link checker for an HTML document, something
not required by the HTML Recommendation, but something that's certainly
handy for a Webmaster to have around.
