How Put <DOCTYPE> into an XML?

Dear all,

 

I need to use APIs in IBM XML parser 1.1.16 for Java to create XML from scratch. But I don't know how to put the element <!DOCTYPE> into an XML. I can't find an API that can help me do that. Anybody can give me some ideas?
