That is an extremely old version. I see they are still distributing it from
the Japanese AlphaWorks site. You really should consider using a more current
version like 3.2.1, available at the US site, or just use Apache Xerces, which 
IBM's parser now wraps.

As near as I can tell from the API docs for 1.1.16, you cannot create a
document type declaration ("<!DOCTYPE>") with this version. Perhaps someone
else can offer better advice.
