I agree, in my personal opinion this is a showstopper for any future versions of the XML Namespaces recommendation unless an adequate [backwards-compatible] mechanism for specifying what version of namespaces an XML processor should use when parsing or otherwise manipulating the document is developed and clearly spelled out in any future incarnations of the recommendation.
PS: Tying the namespaces version to the XML version is not a viable solution because some parties may want to use the features of Namespaces in XML 1.1 with XML 1.0 especially since issues 18 & 21 in the current WD of XML 1.1[0] make it likely that some implementors (I am not speaking about my employer here since I have no idea of what our status w.r.t. XML 1.1 is) may be wary of ever implementing XML 1.1

Definitely. I have just given it a short glance, but I don't think that

Being able to "undeclare" is fine but unless I am mistaken, this means
that documents which were previously invalid per namespaces in XML 1.0
will suddenly be valid with a behavior specified in namespaces in XML 1.1.
Vice versa, some documents which will be written for ns 1.1 will be
invalid for ns 1.0 without any fallback mechanism or any way for the
parser to adapt its behavior.
Makes me feel *very* uncomfortable!
