The Web exhibited its infamous growth curve long before any money was
behind it.

From the above link beginning 6/93:

The problem is that Tim Berners-Lee announced the WWW in August 1991.


This should put into context the correct growth period. You are correct
in that the web grew at an astounding rate in the years following its
release. However, after almost two years there were only 130 www sites
in the entire world.
