So, I will ask you once more: "What is the vision/strategy for XPath 2.0?".

You will not get a single answer to that question. W3C is a consortium, it exists in order to achieve compromises. Many of the members have their own vision. The concensus between members is documents in the agreed charters and requirements statements, which are published.
