If you cite an application, it is given a decent spec for that application.
If you spec, XML, you are quite right.  
 
That is exactly the point. 
 
Now, for those in the XML system tools business, a different problem
is occurring.  The specs from the W3C are insufficiently modular to
enable you to spec tools according to finely granular requirements.
That makes it a hard business for anyone without deep pockets.
That is Simon's point and he is right.
