Hmm, nothing unique about the W3C there. [s/members of its working
groups/vendors/g] :

Unfortunately it seems like the vendors have completely lost site of
this fact and act like they are designing research projects and
prototypes which can be continually tweaked until they get it just right
regardless of the impact of this haphazardness on consumers of these
applications. 

Rough consensus and running code seems to do well enough to build big
working systems. And sorry to be a pedant, the W3C does not produce
standards, standards bodies do.
