I am of the opinion that if the namespace name does not change, then the semantics of an XML-based markup language should not change either. Try explaining to our users why their apps keep breaking because the "changing a namespace is like changing every construct in the langauge so the W3C decided not to".
Designing languages for the W3C is not like working on a college homework assignment where you can plead with your favorite professor/teaching assistant/etc to allow you to fix your mistakes after the fact or let you slide just once. The W3C's decisions affect thousands of developers and millions of computer users worldwide. Unfortunately it seems like the members of its working groups have completely lost site of this fact and act like they are designing research projects and prototypes which can be continually tweaked until they get it just right regardless of the impact of this haphazardness on consumers of these standards.

It may or may not have a change but why do you _hope_ for that.
That's saying that if XML schema has any kind of revision, then the name
of every schema construct should change.
Do you also hope that if there is an XML 1.1 that
<!ELEMENT and <!ATTLIST no longer work and XML 1.1 has different names
for these constructs?
I see no difference between changing the namespace for W3C schema and
saying that in XML 1.1 the syntax is now
<!ELEMENT.1.1 or something.
