Exactly. This isn't helped by tools that confuse matters even more. For
instance, the VS.NET XML Designer generates namespace names of the form
http://www.tempuri.org/MySchema.xsd which leads to misconceptions
amongst our users that all namespace names should point to XSD files. Of
course, this is all kosher according to the W3C and our users are to
blame for the confusion after all it says so in the namespaces in XML
REC that they should be URI which don't have to be network retrievable.
