If it's possible to produce a semantics-describing language I certainly wouldn't expect the task to be easy.

I think it could be useful to try to dissect out what semantics are.

I made a preliminary attempt in a post to TAG a couple of months ago:

Unfortunately, TAG didn't seem to want to know. I found it surprising that W3C doesn't at least encourage an exploration of such issues.

Maybe my suggested classification was hopelessly naive. But attempting to arrive at a classification of semantics seems to me to be a potentially useful endeavour. Not least since it could assist communication about what we can or cannot tell about the content of an XML document.
