There is a set of implicit guidelines for many vocab designs that
says "If a DTD can't model it, it's no good."  There are plenty of
exceptions, but there are an awful lot of people who still think
in terms of DTD constraints.

At the other end, plenty of designs have only natural-language-describable
constraints, or so it seems, and creating schemas is retrofitting.
HTML has this property, and so does XLink.

I have been trying to do a little in terms of schema-guided design: I
design directly using an RNG schema, and don't bother with designs that can't
be specified by one.
