I've seen a lot of payware suggestions, here is a possible
free solution:
XSD -> RNG using Sun's RNG Converter [1]
RNG -> DTD using James Clark's Trang [2]
Admittedly this is a two-step process, but you get the
benefits of an RNG representation on your way to DTD
syntax.
Caveat: I'm not sure how successful [1] is at XSD-> RNG.
