That's a fair enough summary.
I think a large part of the communication disconnects I keep seeing
arises from people seeing namespaces and thinking that they can do more
than they actually do - that somehow they're a license for assuming that
knowledge will magically appear with the namespace URI, or that
processors can pick and choose among them intelligently.
I hope that we can at least look forward to some documents exploring how
to mix and match these things. XHTML Modularization has done some of
this, but wow did they get smacked with a tough set of problems, and we
should probably talk more about Mark Baker's draft as well.
