Somewhat like fixing a dog?
I'd say your chances of getting that liked by the
standards groups are about as good as getting the
dog to like being fixed.
What you have is an SGML language minus the required
declaration. XML doesn't allow what you are doing,
basically, because it doesn't allow an alternative
SGML Declaration. That was, errr, the main point
for XML: getting different jobs done by the same
means minus all the optional features of SGML.
Programmers and programs aren't special citizens in
that world. XML purism doesn't enter into that.
Sell it; that might succeed but not by the standards
route. You'll have to market this the old fashioned
way: one dog at a time.

Clarity of expression is critical form understanding code.
Instead, we decided to "fix" XML with ConciseXML.
We knew the XML purists would hate us at first, but
that was worth the risk because the majority of the
world just wants to get their job done.
