Sure, but a routing issue could manifest itself _anywhere_ along a path 
from OASIS to a subscriber.

It's possible that routing failures at OASIS or OASIS' ISP would 
discriminate against some individuals disproportionately. But it 
strikes me that the more subscriber-specific the outage is, the closer 
a router failure would have to be to that subscriber (ie. further from 
OASIS/their ISP, hence less under their control).
