One answer is that RDF tools are more appropriate anyhow. There are RDF
query languages and RDF-ish ways to map between vocabularies etc.
A second answer is yes, the CSS/RDF could probably be represented as an
XML infoset (or even be fully transformed to XML) if you really wanted
that. In fact, the resulting infoset would probably be more regular and
thus easier to work with than the XML/RDF infoset because it wouldn't be
as hacky.
