Read about PASWA at http://www.gotdotnet.com/team/mgudgin/paswa/paswa.html and with your favorite search engine.  XForms also will support submission as multipart/related, in the next release of the specification.

  I am aware of the fact that DIME is dying.
 
  My question: Is there any kind of binary attachment protocol on the horizon to replace DIME anytime soon. I am dealing with the situation where the performance of processing the the binary attachment is critical, meaning I can't afford to do any text<-->binary encoding/decoding?
