If someone has read and understand the XML spec, has some grasp
on the data/text which should go into the XML, has also some
experience in the area, and decides the task is easy enough
to do it without an XML API, then it has my blessing.
If someone comes in and asks "I just got assigned a job involving
generating XML, and I've seen an XML file only once or twice, how
should I proceed?" I'd weight my full authority in to ensure the
person will use an XML API, regardless how simple the task is.
