Actually, it really isn't RFC2396 (which specs only the general URI syntax).
One big problem here is that RFC2396 obsoletes RFC1738 (which *did* attempt
to define the file: schema) without updating that part as well. I think that
there's now a new activity to get the file: URI scheme specced in a new RFC,
though.
