Sorry, I should have been more specific. I'm thinking in terms of the
"owl:intersectionOf" construct [1]. One could represent the transform as
a property as:

<owl:ObjectProperty rdf:ID="is162PercentLargerThan" />

and so the intersection of that property and the length property would
represent the intended result. 

Not necessarily elegant, but what do you think? Is this too far from the
box?
