donald,
assuming you mean more than just converting ASCII to UTF-8, I can't see
why there would be a general solution. i'd like to be corrected on this,
but as there isn't any semantic info in a body of text i can't see how
it could be done.
if the text does conform to a syntax then you could do it with something
as simple as sed (under unix/linux)
