The original statement made to you is a bogus claim. I assume someone was trying to sell you some software?

If XML is about data interchange, then there is no reason it should support
the RM, I think.
But that was not the original premise. The original statement made to me
was that an XML only solution (XML, XML tools like TeraText et. al) is a
better technological and business solution than a relational database
solution for an application with massive data stores and massive document
stores, as in terabytes of each, where the two intertwine and interelate.
