   ANN: New RELAX NG users mailing list

The consensus seems to be that a public mailing list for RELAX NG users 
would be useful, so I have set one up:

   http://relaxng.org/mailman/listinfo/relaxng-user

I've also updated the RELAX NG home page:

   http://relaxng.org/

I think the two most notable changes are:

- Licensing of MSV has changed to be open source

- Added oXygen XML editor
