No it hasn't, but there's a good chance it will.  It will probably be 
the ultraminimal version as in http://www.tbray.org/tag/rddl4.html - 
there will probably be a canonical mapping to RDF.

The W3C will probably not decree the use of RDDL, rather there will be a 
TAG finding saying "Here are the issues about namespace documents, and 
if you want to have them, here's one data format that is appropriate."
