Probably here, unless Dave Brownell or David Megginson say otherwise.

I see no confusion. SAX is designed to work with Unicode streams as
constrained by XML. SAX2 does the same thing but is extended to deal
with the syntax macros needed for XML Namespaces. How can it be any
clearer?

What's stopping people from defining a Simple API for Binfosets? Or
in the ASN.1 case, transcoding whatever comes in to its XML encoding
and passing that up to SAX?
