That might be attractive if there were a standardized way to provide 
this, which there is but only for HTTP, which isn't the whole world.  
I'm OK with this particular item of metadata being specially 
distinguished because it's so basic and fundamental to any and all 
processing.

I still treasure Larry Wall's succinct statement of the case: "An XML 
document knows what encoding it's in."  This seems to be A Good Thing.
