To clarify, if a conditional section started in one entity and ended in
another this would also bring in VC: Proper Conditional Section/PE
Nesting [1].
Also to clarify, I am aware that the WFC only applies to PE refs between
markup decls-- not in markup decls (I am not sure of the implications...
as I can't figure out how you could split any of these productions
across a PE boundary *within* a markupDecl).
