Published Subject Indicators are a nice sweet spot.

The challenge is to use topic maps at the higher levels 
and closer to the humans and RDF closer to the machines 
and in the details.   As you know, it's been discussed 
on the CG list.

To roll this stuff out, I'd start with the topic maps.
Nice low hanging fruit.   This is much bigger than the 
CIA SUO or even that particular agency.

My guess is that for most applications there's a sweetspot between the
CIA SUO and Google's one-term (<a href="..">) ontology.
