Here's an example of someone (edd) who implements a rating system
that determines how much attention he pays to say, xml-dev.

See "So here's an idea". It perfectly expresses a means,
a value and the intent of the means relative to the value.
That value was then published widely and those that shared
the intent for ascertaining it could use it as guidance.
That is how the web works. However, it means that over time,
the web is never apolitical; just multi-polied.
