Yes, pluggable canonicalization was invented by XML DSIG.  You're a bit 
mistaken about the "original vision of canonical XML" as c14n and 
exc-c14n were created by the DSIG folks. :)

I don't know what a pluggable canonicalization would look like outside 
of the dsig:Transform element.
