I didn't write that: that was Michael's misunderstanding that I was
proposing 2 year WG life rather than 2 year individual membership.

XML still would have been developed. Other people from the larger XML group
would have swapped into the ERB as the original ERB members timed out.
There is plenty of talent around.

IETF and ISO have completely different processes, so they are not comparable.
