You need to make the distinction between the XML standard (techically, a
"Recommendation"), which defines whether or not a given document is valid
XML, and standardized XML vocabularies or schemas, which define documents
types used for specific purposes, for example a document type for
representing cause-and-effect diagrams.

At both levels, the standards are important because this is the only way you
can be sure that data can be reliably exchanged between applications written
by different people.

The term "conformance" describes the relationship of either (a) a document,
or (b) a piece of software, to the standard. Some documents (or pieces of
software) conform, others don't. For some standards, the conformance rules
are not binary (yes/no), but might allow for different levels or modules of
conformance.
