Just a quick postscript ... I've been reminded (thanks Mark) that
even if you did fix your derivation then UBL NDR rules would kick in
preventing you from creating your own elements in a UBL
namespace. Mechanically it might work but there is a layer of Naming
and Design Rules that would disallow changed element definitions.
In the UBL committee we are working on documenting various extension
methodologies that would be acceptable to the UBL rules.
One straw-man that has since been built upon is:

Right now we are looking at creating an optional extension element
into which one would put their own extensions as shown at the link
above using a non-UBL namespace for the immediate children of the
extension element.
But the final documentation for this topic has not yet been prepared
as we are awaiting more input and the maturing of some necessary tools.
