Here's a pdf paper describing international efforts to develop and
standardize. It is from 2002, lots of resources discussed, and a link
(needs password, sorry) to the Marine Environmental Data (MEDI) DTD. It
look like a good starting point if you can follow up on the metadata
research these organizations have done in the past few years.
