The archive for this month [1] appears to be operating some kind of
length-21 FIFO stack. That is, every new message pushes an old one
off the back, _and_ renumbers everything, so that e.g.
http://lists.xml.org/archives/xml-dev/200609/msg00000.html
is currently

but by the time this message is received (and archived), that message
will be lost, and that URI will point to some other message!
What's going on/who should we notify (There is no webmaster link on
any of the archive pages as far as I can tell)?
