Yes. That is why architectural forms emerged out of the DSSSL vs Hytime
debates.
There are lots of ways to do it. The question is again one of the property
set. You could review Elliot Kimber's blogs and past writings.
But exactly right: the consumer determines the semantic. It is simply
easier if for some set of consumers (an ecosystem if you like), the
productions are consistent.
Not that that is necessarily a sign of a healthy ecosystem. The presence of
parasitical entities is, so one lives with the noisy aspects to ensure the
overall health.

Ok, if you're talking specifically about XLink, I'll ask if another worthy
candidate of equal generality in application areas and flexibility is
available as an alternative for this "data about relationships"
representation. If so, we can compare merits and pick the better
or best one and refine it. If not, then XLink would be the only default
best candidate andit would be better to channel energy to make it "cover the
necessary aspects" that you're concerned with.
