There's a proposal from Xerces:

http://www.w3.org/Submission/2004/SUBM-xmlschema-api-20040309/

and there are similar capabilities in Saxon, in Castor, and no doubt
elsewhere.

There's clearly room for a standard API in this area but none exists today.
