At the high-level, and as a general rule, yes.  Software that receives 
SOAP messages should be able to receive SOAP faults as well.  The devil is 
in the details, however; if there's a WSDL file, and the WSDL doesn't 
define the faults (or they're not defined in the SOAP spec you're using), 
then maybe not.
