XML for functions

Can anyone recommend an industry standard XML format that could be used to 
encode function names and their parameters, something along the lines of:

<function language="javascript" name="getAddress" 
location="http://www.address.com/pc.js";>
  <param name="postcode" value="W13 4UL"/>
  <param name="houseNumber" value="23"/>
</function>
