It always does. Matusow cites where Red Hat joined for the purpose of a
vote without time to review. All sides did that. Injuries to process seem
to be epidemic.
Note the case of the infamous email where the employee that sent that
realized quickly (within hours) that it contradicted MS policy and
personally sent the notification to disregard it.

Note that IBM was also contacting its customers asking for a no vote. Since
MS and IBM share customers, that probably made for an interesting day for
some.
As to short timers, the rules allow it. Those need some revision.
Voting self-interest is usually the right thing to do. The tough part is
having clarity about what is of interest short term and long term over what
simply feels good to do.
The draft got a thorough review as a result of all of this publicity. If
the comments are resolved, that can only be a good outcome.

interest. I don't think it is reasonable that organizations join and
vote someone else's interest under various degrees of incitement, and
I believe this has happened.
