Very interesting points Bryan.

Suppose there are external entities, Xinclude statements, and links in
the archived XML documents from 2007.  That amounts to the financial
institution in 2027 "locating" the files referenced, correct? Or do
entities, Xinclude statements and links raise other problems above and
beyond locating the files?  

Should entities, Xinclude statements, and links be avoided in 2007 if
we wish for XML documents to be usable in 2027?

if it does, was an entity management system in place for the older XML
format.

Does the XML format used base itself partially on other standards to
manage data across multiple documents - linking technologies,
inclusions, etc. probably.
