Indeed, the concepts and features that are illustrated in the paper http://www.idealliance.org/papers/extreme/proceedings/html/2007/Jones01/EML2007Jones01.html are implemented in Intel(R) XML Software Suite. 

The product supports EXSLT and user defined extension functions.
