It is likely multiple causes.  Certainly the specialized mail lists for any
application language tends to siphon away contributions, and the fact that
XML has been basically baked for almost a decade now.  Many questions are
better answered with a Google search.  Then career changes for individual
contributors cause changes of focus.  Being free from the gulag where I
spent most of the decade reduced the time I could spend.  Blogs siphon away
what would be off topic, and probably some people tire of finding their
comments represented as the original thoughts of others.  Mail lists require
one to be very broad minded about that or very forceful.  A study of
possible interest will be possible when the web as a medium has had more
than two generations to study and determine if it matures or flattens out as
each generation of contributors learns its own lessons.

XML-Dev was conceived as I remember as an information resource.  I do wonder
how well it fares in that respect.

maybe much of the discussion has moved to specialized mailing lists.
I'm not sure just looking at the peaks and dips of the graph by itself
gives a true picture. Although I am inclined to that interpretation
myself.
